Overview of the 3rd CAFD

      2008 and 2009 has witnessed two successful China-ASEAN Forums on Dentistry (CAFD). Being the first medical forum dedicated to medical science, this event has been listed in Chinese Regional Medical Cooperation 2003-2010 published by Chinese Ministry of Public Health. Listed among 15 ministerial level forums, China-ASEAN Forum on Dentistry has also been incorporated in the overall framework of China-ASEAN Expo by Guangxi International Expo Affairs Bureau (GIEAB).

     Based on the past successful experiences, the 3rd China-ASEAN Forum on Dentistry is held on Oct. 11th-13th, 2012 in Wharton International Hotel, Nanning, Guangxi. As usual, the forum adopts the operation, namely, it will be sponsored by the Ministry of Health of the People's Republic of China and the People's Government of Guangxi Zhuang Autonomous Region and organized by College of Stomatology of Guangxi Medical University in cooperation with Department of Health and the Department of Education of Guangxi Zhuang Autonomous Region, Guangxi International Expo Affairs Bureau and Guangxi Medical University. 

     The theme and topics of this forum were designed in accordance with the statement made by H.E. Wen Jiabao, Premier of the State Council of the People’s Republic of China on 14th China-ASEAN Summit and Commemorative Summit to celebrate the 20th Anniversary of China-ASEAN Relations in 2011. Premier Wen point out that both sides should work harder to promote cooperation in social areas and areas important to people’s livelihood. China is ready to set up ten vocational education and training centers to help ASEAN countries develop human resources needed in economic and social development. 

   In line with Premier Wen’s statement, this forum will focus on the following theme: “Promoting and Enhancing Exchange and Cooperation in Dental Professional Training to create a Better Future for China and ASEAN”, the major topics of the 3rd CAFD will focus on the following areas: 1) exchange and cooperation in dental professional training between China and ASEAN; 2) regional cooperation in public dental health between China and ASEAN against the backdrop of China-ASEAN Free Trade Area; 3) academic exchanges and cooperation in high-quality teacher education in dentistry between China and ASEAN.

I. Preparatory Works
     Thanks to the directions and supports from government departments and agencies, CAFD has already undergone two successful symposiums in Nov. 2008 and Oct. 2010, respectively.
We’re privileged to have the presence of many distinguished guests to the past CAFD. Among them are Health ministers and officials from ten ASEAN nations including H.E. Mr. Ponmek Dalaloy, Lao Minister of Health, Presidents of Stomatological Associations, Deans and scholars from United States, the Netherlands, Israel , Japan , Korea , Hong Kong , Macao , Taiwan and 54 Stomatological Colleges from the mainland of China. The past forums have proved to be fruitful, issued joint declarations and set up China-ASEAN Forum on Dentistry Secretariat.
CAFD consists of high-level meetings and various exchanges. As a result, for one thing it has provided a platform for coexistence and free exchanges among health authorities from participating countries, which is highly valued by health ministers of ASEAN nations; for another, world-class panel discussions, lectures and workshops have staged wonderful academic exchanges for participants involved and gained increasing popularity.  

     The growing impact of CAFD has consolidated the partnership among dental organizations from different countries, enhanced mutual trust s and promoted the exchanges and collaboration between China and ASEAN nations. A case in point is that there are an increasing number of ASEAN overseas students here in Stomatological College, Guangxi Medical Univeristy. So far the enrollment of ASEAN students is 84 and 11 for bachelor and master program, respectively.

      Since last year, under the leadership of the Ministry of Health of People’s Republic of China and People's Government, Guangxi Zhuang Autonomous Region, the preparatory work of 3rd CAFD has been in an orderly manner. First, we have determined the theme, topics and the specific form of the forum. The meeting decided to set up the Preparatory Office for 3rd CAFD, and nine working groups with clear labor distributions and responsibilities including secretary group, reception group for Chinese and foreign guests, publicity group, Conference Services group, logistical and security group, financial group, medical emergency team , foreign language group. Responsible for coordinating the work among different groups, Preparatory Office has pressed ahead with the preparatory work in full swing.

      The 3rd CAFD has received active support from liaison officials from ASEAN nations, ministries of health, Stomatological Associations, experts from various medical universities as well as Ministry of Health, People’s Republic of China.

      In May, 2012, Mr. Zhou Nuo, Dean, College of Stomatology, Guangxi Medical University and member of the Preparatory Panel and Mr. Gong Xuelin, Director of International cooperation from Guangxi Health Department went to Beijing and made reports about the preparation of 3rd CAFD. Ms. Li Kang, Vice Governor of the People’s Government, Guangxi Zhuang Autonomous Region has also attached great importance to the preparation. In July, 2012, Dr. Chen Zhu, Chinese Minister of Health has extended, in person, cordial invitation to health ministers from ASEAN nations on 11th ASEAN Health Ministers Meeting in Phuket, Thailand.

      In Mar, 2012, 3rd CAFD has extended invitation to speakers, collect suggestion on speeches and formulated the agenda. In April, 2012, it has send the first-round invitations to deans and scholars in ten ASEAN nations, United States, Japan, South Korea, Hong Kong, Macao, Taiwan and the mainland of China. In July, the forum has sent the second-round invitations and the third-round invitations. In total, we have sent invitations in over 3000 emails and 2000 printed invitation letters through various means, like emails, letters, telephones and faxes to health authorities, Stomatological Associations, deans of Stomatological Colleges. Furthermore, we have actively contacted and invited outstanding scholars from home and abroad. In addition, we’ve also made active publicity on Guangxi University’s website to attract the potential participants.   
  
     So far, this forum is expecting some 350 participants including 55 speakers. Among them, there are 104 distinguished guests from ten ASEAN nations, including Vice Health Minister and former health minister from Laos and 16 health authorities from other ASEAN nations, 88 participants involving Presidents of Stomatological Associations and dental health experts, outstanding scholars and experts from United States, the Netherlands, Israel, Japan, South Korea, Hong Kong, Macao, Taiwan and the mainland of China.   

II. Overview of the 3rd CAFD Agenda
The 3rd CAFD will draw on the successful experience in the previous events and focus on the theme: Promoting and Enhancing Exchange and Cooperation in Dental Professional Training to create a Better Future for China and ASEAN which will contribute to medical exchange and cooperation between China and ASEAN, namely, including creating mutual understanding between health authorities China and ASEAN to lay a solid foundation for comprehensive collaboration by setting up a exchange platform. As usual, health authorities and Presidents of Stomatological Associations will make statements regarding future cooperation in dental health, Stomatological education and dental surgery. In addition, this year we also host 4th William H. Bell Lectureship and Seminar on Comprehensive Dentistry. The details are as follows:     

1. Opening Ceremony (Time: 9:50-10:30, a.m. Oct. 11th)
There will be around 350 participants on the Opening Ceremony including Mr. Wang Liji, Vice Director-general, International Cooperation Directorate, Ministry of Health, People’s Republic of China, authorities from People's Government, Guangxi Zhuang Autonomous Region, Mr. Som Ock KINGSADA, Vice Health Minister and former minister Mr. Ponmek DALALOY from Laos, health officials from ASEAN nations, and scholars from United States, Japan, Mexico, Hong Kong , Macao , Taiwan and the mainland of China.  

2. Summit (Time: 10:45-12:00 a.m. 13:30-17:30, Oct. 11th)
(1) Theme: Promoting and Enhancing Exchange and Cooperation in Dental Professional Training to create a Better Future for China and ASEAN. 
(2) Topics: 1) exchange and cooperation in dental professional training between China and ASEAN; 2) regional cooperation in public dental health between China and ASEAN against the backdrop of China-ASEAN Free Trade Area; 3) academic exchanges and cooperation in high-quality teacher education in dentistry between China and ASEAN.
On the Summit, health authorities and Presidents of Stomatological Associations will deliver keynote speeches on the above three topics, illustrate their views on stomatological education, stomatological information and international cooperation. The summit will focus on the direction, content and key areas of China-ASEAN Dentistry Cooperation, push forward the establishment of the medical cooperation mechanism. Consequently, it is conducive to the comprehensive cooperation partnership between China and ASEAN by enhancing good partnership, increasing mutual trust, deepening mutual understanding and forging friendship, thus promoting the international influence of China-ASEAN Expo.  
  
       In the fast half of the summit, health authorities and Presidents of Stomatological Associations will deliver keynote speeches. After 4:25 p.m., free discussion is dedicated to the following topics: the mission and further development of CAFD and increasing Dental Surgery Cooperation and Exchanges between China and ASEAN.
Present at the summit are 20 health authorities from China, Brunei, Cambodia, Laos, Malaysia, Myanmar , the Philippines , Singapore , Thailand , Vietnam including Mr. Som Ock KINGSADA, Vice Health Minister and former minister Mr. Ponmek DALALOY from Laos, over 10 Presidents of Stomatological Associations from China, ASEAN nations and South Korea and experts in Stomatological Study and educations from home and abroad. 

3. 4th William H. Bell Lectureship
      The seminar has invited Professor William H.Bell, the originator of orthognathic surgery and his outstanding team to host William H. Bell Lectureship and Orthognathic Surgery Seminar for the first time in China. With world-renowned experts and professor, the previous three lectureships have gain great popularity. This seminar in Naning focus on Accelerated Orthognathic Surgery and Increased Orthodontic Efficiency: A Paradigm Shift. Speakers on the seminar are experts in Orthognathic surgery, correction of dento-maxillofacial deformity and Cranio-maxillofacial plastic surgery from United States, Hong Kong, Taiwan and the mainland of China. Among them are Prof. Richard L. Jacobson,Prof. Cesar A. Guerrero, Prof. Harry C. Schwartz, Prof. Stephen A. Schendel, Prof. Lim K Cheung,Prof. Chiung-Sing Huang,Prof. James Xia,Prof. Wang Xing,  Prof. Zhou Yanheng, Prof. Shen Guofang, Prof. Fang Bing, and Prof. Zhou Nuo. This seminar is expected to discuss the updated ideas, technologies and breakthrough in the above-mentioned field, thus providing an excellent learning opportunity for clinicians in the Asia-Pacific Region.  

4. Seminar on Comprehensive Dentistry
      The seminar has invited altogether 26 prestigious professors to deliver speeches. These outstanding scholars will present the participants new ideas and insightful perspectives. Among the experts are Prof. Amid I.Ismail, Dean of Stomatological College, Temple University, Prof. Daniel C.N. Chan, Vice Dean of Stomatological College, Washington University, Associate Professor Mark E. Shirtliff, Pathogenic Microorganisms Laboratory and Microbial Immunology Laboratory, Maryland University, Prof. Lakshman Samaranayake, Dean of Stomatological College, Hong Kong University as well as Deans from United States, ASEAN Nations, Japan, Hong Kong , Macao , Taiwan and 54 Stomatological Colleges from the mainland of China.
Meanwhile, this seminar has invited dental equipment manufacturers and dealers from home and abroad so it will facilitate the transfer of technological breakthrough and promote the research and finding of new products. Seizing this opportunity, Nanning, a future exchange center for Dental surgery between China and ASEAN, is expected to serve as a hub for information and communication on dental surgery, research findings, medical electronically products, R&D and trade of medical equipment. As a result, Nanning is going to play a vital role for the development of Chinese enterprises and further the advancement of Dental treatment and Stomatological research.  

III. Future Working Plan for Collaboration
      Generally speaking, the upcoming 3rd CAFD is expected altogether 350 participants, including health authorities from China and ASEAN, Presidents of Stomatological Associations, scholars and dental experts from 14 countries and regions, China, ASEAN, United States, EU, Hong Kong , Macao and Taiwan. Blessed with clear theme and rich content, this pragmatic and innovative symposium is bound to be a high-level international professional dental surgery event with its unique feature. By inheriting the achievements of past two forums, the 3rd CAFD is to create another favorable academic exchange opportunity.  

      We’re deeply convinced that this forum will cement the platform for mutual exchange and cooperation in dental surgery between China and ASEAN, and push forward collaborations in dental surgery education, dental surgery, business and trade of dental surgery equipment.
